Giurgiulesti International Free Ports

Giurgiulesti, a strategic port for Moldova, has doubled its cargo handling, becoming a lifeline for Ukraine and part of the EBRD’s solution to the regional problem of food security.

This is written by the European Bank for Reconstruction and Development, which is the sole ultimate owner of the Danube Logistics group of companies, the general investor and operator of the Giurgiulesti port, the main river port of Moldova with access to the sea. As the EBRD notes, the river-sea port at the confluence of the Danube and Prut rivers, which gave the tiny, landlocked country of Moldova in southeast Europe its only commercial access to international waters, now serves a second vital function. Since Russia blocked ports on Ukraine’s Black Sea coast this spring, the Giurgiulesti port has also been helping to ship grain and fuel to and from neighboring Ukraine.

“Today, Giurgiulesti Port not only protects supply chains for Moldovan importers and exporters, but since the war with Ukraine began, it has also played a key role in securing supplies to and from Ukraine,” said EBRD Vice President Alain Pillou, who will visit this port at the end of July.

The EBRD, which has been an investor in the port since its inception, also became the sole ultimate legal owner of the port operator Danube Logistics on 18 May 2021. security is under threat after February 24, other ways are now being sought to export agricultural products from Ukraine to the world and import supplies to keep its economy running as normal as possible. Opportunities being explored include the use of rail and road transport across Europe, as well as the Danube, Europe’s second longest river, which flows through much of Central and Southeast Europe.

Giurgiulesti port numbers this year show how useful the Danube option is, even if all solutions are small compared to the scale of the food security problem. According to representatives of the port operator Danube Logistics, on an annualized basis, the volumes passing through the port more than doubled in 2022 and reached 804,029 tons. This was mainly due to an increase in imports of petroleum products, coal and fertilizers and exports of grain and vegetable oil. . Existing grain transshipment and storage facilities are increasingly being used for grain of Ukrainian origin.

“The port is both the main point of fuel import to Moldova and a fuel supplier for Ukrainian networks of filling stations and farms. While the main goal is the export of grains from Moldova, the Giurgiulesti are increasingly transshipping grain from Ukraine, contributing to international efforts to prevent war-threatening food shortages,” said Angela Sachs, Head of the EBRD Country Office in Moldova.

“Impressive total trade volumes for 2022, the port operator’s detailed figures speak to the benefits for all stakeholders: hiring additional staff, accelerating further investments and keeping tariffs stable for customers, which benefits both the Moldovan and Ukrainian economy,” said Matthias von Tucher, CEO of Danube Logistics. According to him, for example, in 2021 in Giurgiulesti, the average volume of transshipment of oil products was 34,000 tons per month. But by May 2022, that had risen to 65,000 tonnes, more than half of which was estimated to be destined for onward delivery to Ukraine. Similarly, exports of grains and vegetables were at a high level in 2022 — 309404 t and 99,694 t, respectively, while grain handling and storage facilities are increasingly being used for grain from Ukraine. According to von Tucher, the transshipment of other groups of goods, such as imports of coal and fertilizers, resumed after alternative sources and import routes through Ukraine were blocked. The existing general cargo terminal is fully used, the company is at the final stage of designing the construction of a new universal stand. The new $5 million terminal will be primarily used for bulk and general cargo and is scheduled to open in the second half of 2023.

Finally, von Tucher says, the port is preparing to resume transshipment of containers from the Romanian port of Constanta to Moldova and Ukraine. The company has developed a new container handling and storage platform with an area of 5,000 square meters. m, which can be further expanded depending on the growth in demand. The port is planning to purchase additional handling equipment to meet the demand in this area. Von Tucher says additional staff has been hired to meet increased demand and the port is looking to buy more equipment.

In total, the residents of the port have invested more than $100 million. This only accelerates the already progressive trend, showing how the port supports the Moldovan economy. According to the Ministry of Economy, at the end of 2021, 553 people were already working in the port, which is 7% more than in 2020. Salaries increased by 22%, investments increased by 43.5%, transshipment increased by 52.4%, and tax payments — by 149%.

Other nearby ports operating under varying wartime conditions may have recently raised their transshipment rates or charge different levels to customers of different nationalities. But the Giurgiulesti port has kept its rates relatively stable, reflecting its long-term relationship with customers.
