I thought this was a thing now with Dragonflight. But all i see are grey health bars during the event.
Is it not active yet or.. how does it work?

It’s not due to the factions, its tag limits due to raid groups.

Tags for non-elites work the same as they always have since the introduction of shared tags.
Either 5 individuals or what people have commonly been taking advantage of for AoE farming, 4+4 or even 4+5 for a maximum of 9 players can potentially share a single tag if a group of 4 players tags first.
The moment the 5th player or a group of 5 players tags a non-elite, the npc will be grey to everyone else.
For elites, bosses and rares, the tag is unrestricted by number. However with warmode active, only the faction that first tags a non-boss NPC will be loot eligible.

With this rule why couldn’t they make questing possible while in a raid group, just have the group of that raid get credit… sucks being unable to do WQs and such while a raid is being formed.

Because doing WQs as a raid trivializes the WQ. For example: filling up a progress bar would be done in less than a minute. Yes, I know this isn’t what you meant about «doing WQs while in raid», but if they allow that, what do you think people will do?

Reread what I said. Raids are composed of groups of 5 (10m = 2 groups, 25m = 5 groups, etc)… just have it so your group gets credit like you already do as a 5m party.

Though 4+4 is easier because with 4+5 only four people can do the initial tag because anyone from the 5 group will lock out the 4 group. With 4 + 4 all 8 people can just go nuts on mobs without worrying about that.
