In 2002, Rockstar Games published another entry into the beloved Grand Theft Auto franchise. This fourth main entry into the series was titled Grand Theft Auto: Vice City and took clear inspirations from the 80s culture, and Miami Vice itself.

The game is still beloved by many, even after 20 years. Despite Rockstar Games moving on from Grand Theft Auto: Vice City, and publishing games with breathtaking graphics, physics, and stories as seen in 2018’s Red Dead Redemption 2, many see Grand Theft Auto: Vice City as a GTA game done right, with many features in the game still better than some of Rockstar’s later titles.

8/8 The Vibrant City

In the official manual of Grand Theft Auto: Vice City, there’s a Vice City Tourist Guide page that reads “Today it’s a city run by dealers and weasels. ” This quote couldn’t be truer, if not a little dismaying for those that wish to visit the city. It’s vibrant, alive, and wild. The architecture is bold with white paints, and the lighting is full of neon pinks and neon blues.

The city looks great, both during the day and the night. Vice City, or The City of Vice, is a great location in the Grand Theft Auto franchise and shows a lot of personalities for its environment, weather, and architecture. It’s one of the franchise’s best cities, and one many hope to see again in Grand Theft Auto6.

7/8 Nostalgia Boost

Grand Theft Auto: Vice City is set in 1986. The 80s is a pivotal decade, not only for pop culture but for American society as a whole. Nowadays, 80s nostalgia is everywhere. Whether that be in clothing, music, or even TV shows like Stranger Things. There’s a demand for all things the 80s, and Grand Theft Auto: Vice City delivers just that.

From the flashy clothes to the eccentric characters, and the familiar theme of neon colors, Grand Theft Auto: Vice City has everything that someone could want who needs that nostalgic 80s fix. The boost in 80s vibes makes the game a lot better than most Grand Theft Auto titles, since there is a culture here, and not a modern-day one in which people live every day.

6/8 The 80s Music

Perhaps no decade was quite as influential as the music in the 80s. Grand Theft Auto: Vice City does a great job of licensing tracks from the 1980s era of music, and placing them on the many different radio stations that players can listen to in their vehicles. Sometimes, the songs can be so good, that the player will delay the mission just to finish listening to the tune.

Grand Theft Auto: Vice City features popular music that is still prominent to this day, like Hall & Oats’ Out of Touch, and The Buggles’ Video Killed the Radio Star. The music in Grand Theft Auto: Vice City is nigh on endless, and features a great song for almost anyone to bop their head to on the sunny days of Florida.

5/8 The Aesthetic

Upon looking at the box art for Grand Theft Auto: Vice City, many might instantly recognize the aesthetic that the game is going for. Whether that is the glowing neon pink logo that casually and smoothly spells “Vice City,” or the attire of the characters with white jackets and pink shirts.

The game features a plethora of 80s goodness, and an aesthetic to bolster and be bold about, from Hawaiin shirts to bright lights. Leaving Vice City would be a challenge for any player, since the lights are enthralling, like a moth to a flame.

4/8 The Legend, Ray Liotta

Ray Liotta was an American actor, producer, and voice actor who tragically passed away in 2022. His credits in film bolster an impressive library and legacy that many will remember. Part of Ray Liotta’s great talents included the classic Goodfellas and Grand Theft Auto: Vice City’s protagonist, Tommy Vercetti.

Tommy ventures to Vice City for a major drug deal with the Vance Brothers, but everything goes wrong, and Tommy embarks on a mission to find those responsible. Tommy’s journey takes many twists and turns and has him even leading his gang, the Vercetti Crime Family. Liotta brings a legendary performance to Tommy and makes the character his own.

3/8 Taxi Driver

Almost every entry into the Grand Theft Auto franchise features missions in which the player can become a taxi driver. Games like Grand Theft Auto 4 actively encourage it, as Niko Bellic’s cousin, Roman, works for one. The objectives are largely the same and have the player deliver passengers to their destination with a time limit set.

Grand Theft Auto: Vice City features this minigame once again, and has a bundle of side missions to embark on as a cab driver. If players are completionists, they will need to complete 100 fares to get 100% completion for the game. By doing 100 fares, the player also gains access to a boost jump ability when in any taxi.

2/8 Colorful Characters

Grand Theft Auto is a franchise that does not shy away from colorful characters. These can range from dangerous, to deranged, or even just downright silly. Each game features a supporting cast of strangers and side characters to make the player question if they are in a satirical depiction of America, or a madhouse.

With the many characters in Grand Theft Auto: Vice City presenting the player with fun or intense scenes, they are faced with main characters and supporting characters alike. Such characters are the fun and brave, like Umberto Robina, played by the favorite Danny Trejo, or the frantic and worried lawyer, Ken Rosenberg, played by William Fichtner, but a surprising lack of female characters.

Celebrity cameos and great writing combine to make Grand Theft Auto: Vice City a great story in the Grand Theft Auto universe. Vice City feels like a classic in the making, and 20 years later, many are still confident that it is the best story that Rockstar Games have been able to produce.

The game features Ray Liotta’s Tommy Vercetti, a convict recently released from prison, and desperate to rise through the ranks and gain a profit in the drug-fueled, crime-riddled town of Vice City. Regardless of one’s thoughts about their quality, it is hard to argue that the three Grand Theft Auto games on the PS2 are not some of the most important games ever made. Not only were they absolute sales juggernauts, but they also broke a lot of new ground in open-world game design.

Fans go back and forth on whether Grand Theft Auto: Vice City is the best of the franchise, or if it is San Andreas. The following list will point out the strengths of each. At the end of the day, it is easy to see both arguments for which one is the best Grand Theft Auto. One thing is for sure: they are both fantastic.

12/12 Vice City: Soundtrack

This one is entirely subjective, but Vice City’s soundtrack is special for how much it contributes to its aesthetic. San Andreas does its share of this too, though it’s diluted by some of the classic rock stations that don’t reflect the characters and mood of the west coast in the early 90s.

Regardless of which station players turn on in Vice City, every song feels absolutely appropriate for whatever players might be doing at the time. In this way, the older game’s soundtrack takes the cake even if someone prefers the songs in San Andreas.

11/12 San Andreas: Characters

Vice City‘s writing is leaps and bounds above Grand Theft Auto 3, but the series still had a way to go. The characters all feel like cartoons and are one-dimensional. San Andreas takes a big leap with its cast.

The protagonist, CJ, is reluctantly pulled back into the world he left behind, which alone makes him more interesting than Tommy Vercetti. There is also a compelling family dynamic. Even the villains are more entertaining, even if they still have a mustache-twirling vibe to them.

10/12 Vice City: The Setting

Even though the technical limitations of both games show nowadays, there is still something special about Vice City’s depiction of the 1980s. The character models are quaint, and other parts of the world definitely look like they were made in 2002, but players still feel like they walked through a time portal upon booting up the game. It goes to show that graphics are not everything.

One could say the same about San Andreas, but it loses some of that 1990s sheen once the story progresses to San Fierro and Las Venturas. Vice City really immerses the players in the location and time period.

9/12 San Andreas: The Gameplay

Vice City’s gameplay is too similar to Grand Theft Auto 3 for most to consider it a major step above its predecessor. Playing it today reveals many flaws in the way Tommy Vercetti moves and jumps. San Andreas, on the other hand, does a lot to push the series forward.

Players can aim freely, walk while prone, climb objects in the environment, and much more. Movement and driving simply feel smoother overall. More missions involve shootouts, and they actually play well. Shooting and aiming feels wonky in Vice City, while gameplay is much smoother in San Andreas.

8/12 Vice City: It’s Still The Best Version Of The City

Grand Theft Auto 3’s Liberty City is made worse purely because of Grand Theft Auto 4, which improved upon the setting. The same goes for Los Santos in San Andreas being recreated in Grand Theft Auto 5. Even though the fifth numbered entry is only Los Santos, it contains desert and temperate forest environments similar to San Andreas.

There is no HD recreation of Vice City’s map to make the original look worse by comparison, which works to Vice City’s advantage. Maybe fans will get one in the future, but until then, the Vice City from 2002 is still the best faux Miami sandbox players have.

7/12 San Andreas: The Story

Vice City is a relatively simple tale about a criminal building up an empire. It is compelling from a gameplay perspective, but there is nothing really interesting or unique in the meat of the story. San Andreas, on the other hand, is an epic crime story with dozens of characters.

Players are led to believe the game will be about one thing before the whole story is turned on its head and players are sent down a whole other path. Along the way, the main character, Carl Johnson, grows and changes, keeping players engaged. Vice City has basically one major twist that comes at the end of the game.

6/12 Vice City: More Open-Ended

Vice City is uniquely structured for a Grand Theft Auto game. After a certain mission, the game lets players acquire property and complete missions for each of them in any order. While San Andreas has assets and side missions, they are not directly tied to progression.

Reaching the credits in San Andreas is still just a linear series of missions. There are a lot of them, about 100 to be exact, but they follow a typical path. The level of choice in Vice City makes players feel like they have more control. In fact, players don’t even have to do all the missions to reach the credits in Vice City.

5/12 San Andreas: More Interesting Missions

With about 100 story missions in all, the objectives had better be interesting for players to remain engaged until the very end. The missions cover a wide range of gameplay mechanics like shootouts, car chases, on-foot chases, and even flying to Liberty City.

Vice City has fewer missions by comparison, and they offer less variety. As previously stated, shootouts are not as fun, and movement does not feel as tight as it does in San Andreas.

4/12 Vice City: The Definitive Edition Looks Better

There has been a lot of controversy around the definitive editions of the trilogy released recently. The graphics have come under a lot of criticism, and there are numerous technical issues. San Andreas suffers the most of the three. Some argue that certain aesthetic choices destroy the PS2 game’s unique vibe.

On the other side of the coin is Vice City, which fares better with the upgrades. Character models still look strange at times, but the overall look of the city is improved. San Andreas at least looks improved now with the series of patches the developer has released.

3/12 San Andreas: RPG Mechanics

San Andreas forces players to pay close attention to CJ’s stats. If he goes too long without eating, he grows weaker. But if players feed him too much he will gain weight and won’t be as agile. Additionally, certain stats like stamina, muscle, and lung capacity increase as players do certain activities.

CJ gets better at driving cars, bikes, and motorcycles the more he engages with them. He also gets better with certain weapons as he uses them. These RPG mechanics make players feel like everything they do counts and has an effect on their game.

2/12 Vice City: Faster Pacing

It only takes a few hours for players to really get into the meat of Vice City. After a small series of missions, players are already big-timers, doing missions with large set pieces. San Andreas, for better or worse, starts smaller and takes a while to pick up. Just when players think they are in the main gameplay loop and ready to make the big bucks, the game throws a curveball and CJ is back to square one in another part of the map.

While this type of pacing lends to San Andreas’ grand scale, Vice City is more immediately gratifying. Many GTA players enjoy the faster pace and quicker buildup this title offers.

1/12 San Andreas: More Varied Landscape

While the vibe of the 1980s might be more enjoyable, San Andreas has a huge advantage when it comes to the maps simply because the terrain is more varied. Each of the three large landmasses has a distinct personality and there are rural areas to explore. It is impressive to behold even today more than 15 years after release.

Vice City generally has one tone to it, while San Andreas varies greatly with its regions. There is something especially satisfying about doing a mission where the player crosses several areas of the map, really making players feel like they are traversing across a whole state.

You can immediately honestly say that there is no consensus about the best GTA . Each person in this opinion has his own considerations, his own prejudices and his own tastes.

And in general, from what angle should we consider this question? Technically, the newest GTA is, of course, the best. However, there are parts in the series, interest in which does not subside over the years. nine0003

From a cultural point of view, there is only one leader — GTA Vice City. In this game, the developer managed to accurately convey the atmosphere of the 80s. The game has beautiful, bright characters, great music. But what if you are not interested in the 80s, and the technical component of the game frankly hurts the eye?

Then GTA San Andreas comes to mind as the best entry in the series. Rockstar Games put all their knowledge and skills into this game. The result is a huge territory, many missions, countless possibilities. In addition, mods for GTA San Andreas have so transformed this game that they gave it life for many years to come. nine0003

What about GTA 4, you ask? Unfortunately, Niko Bellic and the heroes were not so popular. The main problem of this game is the small size of the territory, the lack of activities after completing the story missions and poor optimization for computers. Although, modern powerful PCs can pull the game with a bang, but this does not save her too much.

I only got to GTA 5 in 2018 and at first I thought it might be too late to get the impressions of a game that was released five years ago. Almost all the secrets have already been found, and all the smallest details of the world have been noticed and discussed hundreds of times. However, the excitement was in vain, because from the very first mission, the Rockstar game hung over me, like something majestic, monstrous and epochal. And, of course, very cool. nine0003

I think it’s clear that GTA 5 is a huge game. Not even so — G AND G A N T S K A Y. But it is better to see once than hear a billion times. Only by launching it for the first time, you can fully feel how the fifth part of the series turned out to be large-scale. Every district, every event in it gives away how much work and money was invested in its creation. Drawing a rough analogy with sports cars, GTA 5 is the Bugatti Veyron of the video game world. Fast, aggressive, elite and insanely ahead of the competition. nine0003

You can just run it and admire the beauties of Los Santos — even in this case, something will happen around. Residents communicate with each other and react to random events, the latest news is broadcast on the radio, and the Internet is in full swing with discussions of all sorts of incidents. Here everything moves and changes — pardon the cliché — just like in the real world. The tails of game conventions are hidden as skillfully as possible, you almost don’t notice them.

And when you start to somehow influence this world with your actions, you are once again surprised how much there is in GTA 5. Even for mistakes and failures, separate scenes and lines of dialogue were recorded. Not a single task will let you get bored, besides, the style of narration for each of the three playable characters is very different. You can play mini-games, complete side missions, collect collectibles (and, lo and behold, even this is interesting here!), buy property — and this is hardly half of all the possibilities. nine0003

But I knew about all this even before buying the game. Finally, in GTA 5 I fell in love with the plot. Or rather, the story. Yes, in the game about expensive cars, robberies and explosions, I remember the personal stories of Michael, Trevor and Franklin the most. Let there be shortcomings and drawdowns in the script, but he never sacrifices his key characters.

It turned out to be a story about a very strange friendship of three people who are most dissimilar to each other, who, by chance, turned out to be connected. They let go of old grievances, make concessions for the sake of comrades, try to understand each other, even the issue of generational conflict is raised. Aren’t these eternal topics that will always be relevant? nine0003

But there is also a revolutionary online mode, which, however, is best to look into with friends, but this is already subjective. GTA 5 was released in 2013, but was ahead of its time and set the vector for the development of action games for years to come. I perfectly understand why and how much you can not love and even hate her. Nevertheless, it cannot be denied that the work done is incredible. Grand Theft Auto 5 is a pillar of the industry, a milestone and a monument to the greatness of video games. And from Red Dead Redemption 2, I’m not just looking forward to a step forward — I’m looking forward to a new era of action in the open world. nine0003

All parts of GTA, as well as about 80% of story-driven video games and crime films, use the same simple plot. The hero falls into the service of an important person. As the missions are completed, the character becomes more and more powerful, and the balance of power in relations with the employer begins to shift in favor of our hero. But this simple story is played here so clearly, so cool, with such epic power and psychological brilliance of the narrative that the game stands out from the entire series purely in terms of plot. His «employers» are corrupt police officers Frank Tenpenny and Eddie Pulaski. The conflict between a 25-year-old African American and monsters in a police uniform is aggravated by the fact that the case takes place at 1992 in California, which is a real keg of gunpowder of interracial relations. Neither before nor after GTA had such a sharp, desperate, irreconcilable plot. On the one hand — the personification of the «empty place», on the other — the powers that be at the peak of police permissiveness. The only question is how many missions will the cops try to squeeze out of Carl before they shoot or frame him . .. and how long Carl, a typical black guy of the NWA era, will endure this criminal exploitation. nine0003

In the games of the Houser brothers, it is extremely rare to speak of serious drama, raised social issues, or the psychology of the characters. The main writer of the entire series, Dan Houser, is a master of vivid scenes that introduce us to the main characters, but over the course of the story, his games inevitably fall apart into a chain of hooligan, irresponsible sketches. Instead of dramaturgy, there is minimal motivation for insane tasks; instead of social science, there is a base parody; instead of psychology, relationships in the spirit of «kill or die.» The exception is San Andreas (and possibly Red Dead Redemption). nine0003

Probably the thing is that this time Houser was assisted by the real screenwriter Mark Jordan, better known as DJ Pooh, co-author of the best African American comedy (and in my opinion, the movie) «Friday». In «Friday» everything takes place on the same porch in South Central, the movie is built on the finest nuances of the relationship between the characters.

Through the entire storyline of «San Andreas» — for the first and last time in the history of the franchise — these nuances, subtleties, inconsistencies and ambiguities run like red threads. Jordan also worked on GTA 5 — but only as a consultant and writer for the online version, which could not but affect the overall quality of the plot of this game. nine0003

The initial conflict sends Carl on the biggest odyssey in the history of Rockstar games, through the vast expanses of one state and three metropolitan areas, and tells about all possible aspects of life and popular culture of the 90s. GTA 4 and 5 could not cope with the 2000s, and Vice City, magnificent in many respects, with the 80s simply because of the lack of plot space, a narrative canvas on which to draw real events of the displayed era and a parody of them. And, unlike all other Rockstar games, the ending in San Andreas is in no way inferior to the plot. When it comes time to pay the bills, instead of a chain of tedious final missions to clean up the villains, we get chaos, mass riots and a war of street gangs, during which Los Santos, the same city from which Carl was expelled by Tenpenny and Pulaski, burns to the ground. And how many cities have you burned down in GTA 5? nine0003

In terms of game mechanics, all later Rockstar games are comparable to each other — once the best crime sandbox in the world is made, it is already difficult to improve it. Something turned out to be much more detailed in other games, something more diverse in San Andreas, but in one aspect of the gameplay the game is unique not only for GTA, but for video games in general. San Andreas has a role-playing system for leveling up and changing the appearance of the hero. But, unlike all other console and computer games, in San Andreas this system can be used not only for self-improvement, increasing one’s own steepness and external qualities, but also for self-destruction. This would certainly be Tyler Durden’s favorite game from Fight Club. nine0003

In other words, in this edition of the famous series, you can become not only a handsome athlete-playboy who does not get out of the rocking chair, but also a disgusting, barely weaving fat trust along the street, at whom tanned Californian girls passing by with a giggle point their finger. And such virtual self-flagellation in itself is a sign of the absolute genius and unprecedentedness of this great game.

I compared my impressions of different parts for a long time and finally chose San Andreas, but this choice still feels strange.

The fact is that whatever part you choose, the feeling will not go anywhere. GTA is difficult to perceive as a series of chapters, it is the same game that changes characters and settings, time periods, but inside does not change like The Sims. That is why it is so difficult to choose a specific part.

Each part had its own highlights — story and gameplay, each of us has funny stories related to a specific mission, I remember funny moments even from the first two, still two-dimensional, GTA. But the games in the franchise have always lacked cohesion, especially in terms of storytelling. The main story seemed to be there, but it was diluted with side quests so much that it was very difficult to perceive it as an independent narrative in the end. nine0003

The fourth part promised an extremely vivid personal story of an immigrant, and at first it was just that — Liberty City, seen through Niko’s eyes, looked completely different from what the hero of the third part saw it. But as the story picks up pace, the stakes and scale of the action inevitably grow.

Explosions, mass skirmishes and tanks hit both realism and drama. And each part has similar problems — the overall plot is full of bright moments, but it is not perceived as a whole story, does not create a bright original hero. nine0003

San Andreas is not completely free from these problems, and yet it was this part that managed to create a real drama, show the hardships of «life in the neighborhood», convey personal relationships in the hero’s family without breaking into jokes — everything was extremely serious, albeit hyperbolized. This is the only part of the franchise that I didn’t just binge play because of the interesting gameplay — I fell into it, feeling like I was in the shoes of an unfortunate black guy facing a million problems. Yes, this story and the game as a whole cannot be called realistic, but albeit through hyperbole and absurdity, San Andreas allowed me to experience someone else’s worldview, look at the world from a different point of view and slightly change my own. nine0003

Even if you don’t care about the plot or have other favorites, San Andreas was one of the most generous parts. It’s a huge map with a couple of cities and a great hilly area that was so cool to drive around on a bike or motorcycle, hiding from the chase, weaving between the pines on the slope. There were mini-games in the casino, planes and skydiving, pumping and a deep character customization system. This is one of the most striking parts in terms of gameplay, experiments, steps into the unknown, and a strong script that allows you not only to smirk with the hero, but to empathize with him, allows you to remember this part as the most solid and strong. nine0003

In each of its games, Rockstar pursues one goal — to recreate the environment as vividly as possible. It is this word, as for me, that fits the most — the environment. Someone might say that it is better to replace it with «epoch» or «time», but in San Andreas the studio focused on subculture, and the essence of GTA 4 was national flavor. And GTA 3 is generally a collection of ingeniously reworked clichés about gangster movies. All this can be described by the word «environment», and most of all I like this environment in Vice City. nine0003

It is also difficult to call it a reflection of the era, because half of it consists of references to «Scarface» and «Carlito’s Way» with Al Pacino. Nevertheless, the image of the time in Vice City turned out to be recognizable — the crazy 80s and sunny Miami, licensed music that sets the appropriate mood, expensive yachts off the coast and nightclubs, the adult film industry and the drug trade business. For some reason, this is the setting that still attracts me the most.

In addition, Vice City is the last GTA not overloaded with a ton of mechanics. I do not want to say anything bad about the content of the subsequent parts — these are amazing games with a lot of features, mini-games and activities, but I feel very uncomfortable in worlds of this magnitude. Perhaps this is due to the fact that in principle I don’t like open world games, it’s just that in the mid-2000s this dislike was not evident, because the worlds were not so big. What I liked most about Vice City Stories was the simulation of the war for the city and zones of influence. Vice City was divided between several gangs, and according to the plot and in the tasks of your gang, you had to capture other people’s territories.
